Can a writer or similar tell me why all overseas travel is now cancelled unless approved at 1* level?

Either we're woefully uninformed at our end or someone's fobbing you off at your end, but this is the first I've heard of any such thing. I don't deal with travel personally, but our Civvy Travel Clerk is currently doing a passable Oliver Hardy impression since I asked him that question.
