Training for Government Ministers?

Who can name one job or profession that doesn't require some form of training? The Daily Telegraph has come up with one. It's called 'Running the Country'. The Better Government Initiative is calling for ministers to undertake training courses. Mind you, this is the same Government that abolished student grants and ended tax relief for vocational training course fees, etc., despite its clarion calls for 'education, education, education' and 'life-long learning'.
Why do they need training? Why do we need pollies? Civil servants do the work, MPs get the pay, Ministers get the credit when things work, and shift the blame to junior officials when their policies go awry... such as data incontinence...
