Terror arrest close to naval base

A man has been arrested under terror laws after reports someone was seen "acting suspiciously" near to a naval base in Hampshire.

Police were alerted at 1415 BST and held the man near to the Whale Island naval establishment in Portsmouth.

The 38-year-old, from South West England, is currently being questioned in police custody.

Police said the investigation was in an early stage but did not believe there was any risk to public safety.

A Ministry of Defence (MoD) spokesman said as the man was not on MoD property the matter was being dealt with police.

Whale Island is home to the shore training establishment HMS Excellent, which prepares personnel for life at sea.
Sounds as though someone was doing their job.

If it is deemed a 'terror arrest' can one assume the suspect was non-white?

Just a thought
The criteria for reporting someone as a terrorism suspect are pretty broad, the posters on the tube in London identify:

Drives
Uses a camera
Uses a phone
Carries luggage

Money on it's some ex sad ex Whaley rating capturing pics of his old establishment.

Pleb probably never thought about informing gate staff in the present climate of suspicion and threat.
