If it is deemed a 'terror arrest' can one assume the suspect was non-white?

Why do you have to be non-white to be a terrorist?

 

The criteria for reporting someone as a terrorism suspect are pretty broad, the posters on the tube in London identify:

Drives
Uses a camera
Uses a phone
Carries luggage

I'm sure if he had been spotted doing somethiing like that near a US Military Establishment he would have been "slotted" :evil:
