Yes but the one big difference between them and a PVR rating is that they don't have to pay do they.
It was (pre '75) nigh on impossible to raise the money for PVR. The average was around £200 and the pay for a junior rate was about £25.00 per week. (At Able rate that is). To save a full 8 weeks pay was nigh on impossible unaided, as PVR was usually given at short notice.

Ratings don't have to pay anymore Rummers. You have the right to immediate PVR within the first 6 months (takes about a week in reality).
If the option is not exercised then your stuck for about 4.5 years as return of service for all your training (longer in some branches) and then you bang your 12 months notice in so in reality you do 3.5 years, bang your notice in and leave after 4.5 years.
