Retention is the problem

I remember when they started foisting 'Officer's' duties onto the Senior Rates - and that was about 35 years ago. So it could be extrapolated that the SRs were in fact better at their jobs/responsibilities than the Wardroom.
But it was /is getting DO's on the cheap Paying a WO or whatever to carry out this tedius scribbling chore permits the officer, who was previously lumbered with it ,to lay aft for another Horses Neck.
On one occasion when I wrote what I thought of a rather poor P.O. the old Man changed my criticism to " He has a refreshing outspokenness": Why? Because the P.O. was a SUY candidate in a shortage branch.

I don't think the issue is anything to do with recruiting the wrong people. Most people join when they're relatively young and what those people want out of life changes as they grow older. The days of going away to sea and not seeing your wife and kids for 4 months and being happy about it are long gone.

The drinking culture is disappearing, technology makes it easier to keep contact and the training is at a point where we can chit in and earn better money outside. The social side is less important, people actually seem to like their families now and the semblance of a normal life without the BS of the RN appeals to people. Maybe it's not the people but rather the RN that's the issue.

Apologies, I forgot that the MoD doesn't like JRs having common sense.

Though perhaps coming from The Simpsons, they might appreciate this analogy.

You are using "grudge" as a euphemism. I understand your lack of enthusiasm but one has to face facts.
The MOD is getting D.O's on the cheap. Who on earth, in their right mind, would derive any satisfaction in writing reports on those they hardly knew. Peurile claptrap for the most part but if it gives a sense of self-importance in this dreadful , boring modern navy they find themselves in ,then it's understandable. "Grudge"? Your etymology of this word is different from mine.

Lack of enthusiasm ? care to elaborate.

Dreadful, boring modern navy, care to elaborate or give examples to qualify that statement?

Totally concur. I recall some 10 years ago when the LH rank felt massively undervalued during a continuous attitude survey. The RN then introduced empowerment to the lower deck. Something I believe was one of the best things that was ever introduced. I still now empower my teams (until it hurts). If they feel special and involved they will (generally) work harder and be more efficient.

Grow your relief had never been more apt.

I must have been before my time, I always empowered my JR's Trained them up on Echo sounders, UWT, Bathy etc, and had them on first call for snags, they seemed to like the challenge and not just watch keeping.

Among the rest of his BS the OP got it wrong thrice when he stated

<<... Blah Blah . . .Ninja Stoker --(mind you he does get paid to recruit)...>

1. NS never received any additional pay for being available on these pages offering 24/7 advice.
2. NS signature block clearly stated that his/any RR advice here was UNOFFICIAL and referred folk to their AFCO
2. NS shifted desks away from Recruiting over 18 months ago, circa mid Dec 2018 IIRC

That is a Friedrich Schiller misquote.

Well spotted, @Stirlin. Two years ago at Brum and she's still after my body...

But I'd already turned her down in '63 after this episode:

Do you get it now??
Yes thanks for detailed explanation, but reason I no getty, I have zero knowledge of music, if I like a song fine but ask me who sings it, not a scooby, my older brother was music mad, even became a weekend DJ, he couldn't understand why I had no interest in music?
