Smoothbore - years before 911 the ability of the (4 star) Combatant Commanders to release classified material to (any) foreigners on a case by case basis (but only in time of conflict) was written into US national release policy. IE as you suggest pragmatism (but legally acceptable pragmatism) will win the day and it doesnt matter what nationality you are if its considered important enough and US lives are on the line. Outside of war time it used to have to go through the legislative process I believe.
 
we'll probably end up with a large barge towed by a tug equipped with a few surplus eurofighters(manned by the RAF)but all kept in mothballs until needed of course.

But of course both the tug and barge will be civvy owned (two different companies) and operated under charter.

And probably have to change crews a couple of months down the line.
