If they are as stated 'overpayments' the council can just claim them back, mind you how good are councils at getting such cash back.

Nowhere near as good as increasing council tax :)

While not an enormous sum of cash over 4 years (£2,400 per year) this will send a message to others.
the message is claim as much as you can get away with cos if you're caught the fine is peanuts.

The really worrying thing is thatthis was enough of a rareity to get on the BeeB the real signal is that the chances of being caught are so small as not to worry about, as I have said before the best crime prevention is the detection of criminals. No matter how bad the punishment is if the chances of being caught are very small then the cnsequences of being caught are not considered. We need more caught, not more punishment
