Yes. If you are interested in learning a language just for yourself, the Education Centres on bases can help with CDs etc.
There is also an arrangement with the OU - the OU offers starter courses in various languages:

Obviously, you will need to fit in personal study with your job.
If you should need to acquire language skills for operational reasons, this will be arranged for you on an ad hoc basis; see here for an example - Royal Marines learning Pashto:

Edited to add: maybe starting with English would be a good idea and realising 'navy', in the context used, is a proper noun and therefore starts with a capital letter.
