I've always advocated for a maximum engine size for, say the first 24 months; unless driving a company vehicle under the instructions of an employer.

Stopping driving at night is very difficult to enforce, and might prevent a young person taking a perfectly legitimate evening job in a restaurant/supermarket/whatever.

Preventing insurance on any engine over a particular horsepower or cc's is easy. This would also give new drivers plenty of practice before being allowed to buy/use a more powerful vehicle. Exemptions could be allowed, for example, a classic or vintage vehicle owned by parents/guardians where such an adult is listed as the primary driver.
