  4. The report says, "Only 5.5% of fire brigade staff in England are from an ethnic minority background".

    I'll give them a little clue as to why this might be: Only 9% of people in England declare themselves to be from an ethnic minority (source:2001 census). Using the word only in this report is a bit of an over statement. They only need to attract another 3.5% of the work force to be from an ethnic minority in order to meet their deluded "targets". I'm certain they won't want to stop there though.
