I think you're wrong there, the maroon beret designates you as part of airborne forces, not necessarily para qualified. It's not earnt the same way as a green lid.

They do seem to dish out the cherry beret right left and center, at least Royal keep it to bods who have completed the course. (With a few exceptions....)
