Cameras...not money scams?

Official estimates in Spain put the number of vandalised speed cameras at around 50 percent...a little trick the Italians have yet to learn.

Its difficult to call this a scam really, as nowhere in the article does it identify anyone profiteering from this. I'd imagine that the fines would be paid into an official bank account, so to get any profit from this it would need someone to be able to withdraw or transfer money from that account. I'm not sure that the accountants would have any say on the traffic light settings.

This is Italy my friend so I would feel pretty certain that the rules got bent, and that someone, somewhere, was attempting to profiteer
