Seems like something and nothing. Temporary plastic vent trunking is quite common but generate a lot of smoke when you torch them.
Without a full fire report I'd take it as a bit of scaremonger type journalism. Always good news for Journo's having a fire on a nuclear submarine (with or without reactor).
It gives the unknowing a Chernobyl/Windscale wibble...nuclear plus fire in the same headline.
Doesn't just about every ship/submarine in build have at least 1 fire. Seem to remember there being 2 on the Gloucester in Woolston one of them quite serious but that never made even the pompy rag.
