Today's RN is desperately short of sailors with skills.
Admirals Commodores and Captains--Inundated.
Technicians? Scraping the barrel
Fewer and fewer skilled people making themselves available ,whilst the Admirals etc slope off to a splendid pension with further benefits ,one can only dream of

This is not news or new. Its been like this since before I left the RN 2 years ago. Even then we had more Admirals than Ships/Submarines.

How would you critics recruit, retain, organise, manage, employ and command the Service in order to make the Navy's lot a better one and improve value for money for the taxpayer?

Must admit, if I was an Admiral, I wouldn't vote for Christmas either.

No, hang-on, if I was a turkey I wouldn't voluntarily make myself redundant.
