Inflation is 3.7% which means in real term you will be WORSE off by 1.7%

KEY POINTS:

• The 2010 report of the Armed Forces' Pay Review Body (AFPRB) was published today. The Government has accepted the recommendations in full, which are to be implemented from 1 April 2010. Individuals will therefore see the impact of the award in their April pay statements.

• All ranks up to Brigadier and equivalents are to receive a 2.0 per cent pay increase.

• Targeted measures include introducing several new Financial Retention Incentives in specific ranks or trades.

• Accommodation rental charges will also increase by 1.2 per cent for Grade 1 Service Family Accommodation and Single Living Accommodation, with graduated increases below Grade 1.

• Although not reviewed by the AFPRB, MOD has agreed with Her Majesty's Treasury (HMT) to increase the Operational Allowance by £1.43 per day to £14.51.

DETAIL:

1. Chief of the Defence Staff, Air Chief Marshal Sir Jock Stirrup, said:

"Our people carry a huge burden on behalf of the nation and it is crucial that they be justly rewarded for that. This pay rise is a welcome and appropriate acknowledgment of the work they do on behalf of the country, often in the most dangerous and demanding of circumstances."

2. Military pay ranges for all Regular and Reserve personnel will increase by 2.0 per cent. Main scale pay rates are contained at the Annex below. The pay of Senior Officers above the rank of Brigadier and equivalents and Medical and Dental Officers will be the subject of separate recommendations.

3. Specialist Pay

• All rates of Specialist Pay, including reserve bands, to increase by 2.0 per cent.
• SP (Air Despatch) and SP (JHSUHC) are incorporated into SP (Flying Crew).
• A higher rate of SP (Flying Crew) is introduced for Air Despatch, RAF Air Mobility Wing and RAF Air Ground Engineers following four years at the lower rate.
• The introduction of a Specialist Pay supplement for Parachute Jumping Instructors at the Airborne Trials Section of the Joint Air Delivery Test and Evaluation Unit in place of Experimental Test Allowance.

4. Targeted measures

• Professional Aviators Spine (PAS)/Professional Employment Stream (Army) (PES(A)). Adjustments to the pay bars on the PAS to provide a clear career structure and to encourage personnel to seek promotion, and a widening of the scope to transfer onto it.
• Unpleasant Living Allowance (ULA). ULA will be extended to cover Service personnel living and operating in Forward Operating Bases and Patrol Bases in Afghanistan.
• Longer Separation Allowance (LSA). The provisions of LSA Seagoing Qualifying Units will be extended to include wider Service personnel operating under field conditions and the LSA minimum entitlement threshold will be reduced from ten to seven days of continuous separation.
• High Threat Improvised Explosive Device Disposal Operators (HT IEDD) Financial Retention Incentive (FRI). The introduction of a £50,000 FRI for HT IEDD Operators. The scheme will attract four years Return of Service (RoS) and should run until 2014.
• Royal Electrical and Mechanical Engineer (REME) Class 1 Avionic Technicians FRI. The introduction of a £12,500 FRI for REME Class 1 Avionic Technicians. The scheme will attract three years RoS and should run until 2014.
• Apache Helicopter SNCO Aircrew and Qualified Helicopter Instructors FRI. The introduction of a £50,000 FRI for Apache Helicopter SNCO Aircrew and Qualified Helicopter Instructors. The scheme will attract three years RoS and should run until 2013.
• Aircrew FRI. The extension of the Aircrew FRI to run until 2013 targeting RN and RAF career stream Senior Officer pilots, with a payment of £100,000 at Immediate Retirement Point (IRP), requiring five years RoS. This FRI no longer includes RN and RAF Senior Weapon Systems Operators and Observers. Eligibility is extended to RN and RAF OF2 pilots at IRP, with a payment of £80,000, requiring five years RoS and to RN OF2 Observers at IRP, with a payment of £40,000, requiring five years RoS.

5. Reserve Bounties

• Volunteer Reserve Forces Training Bounty

• Sponsored Reserve Bounty based on the Training Bounty with rates varying between 50 per cent and 100 per cent depending on training commitment.

6. Charges

• Service Families Accommodation (SFA). Rental element increases ranging from 1.2 per cent for Grade 1 to Zero for Grade 4. Added to the rental element are water and furniture charge increases which result in total accommodation charge increases ranging from four pence to thirty two pence per day.
• Single Living Accommodation. Rental element increases ranging from 1.2 per cent for Grade 1 to Zero for Grade 4. Added to the rental element are utility charge increases which result in total accommodation increases ranging from one penny to seven pence per day.
• Garage and Carport Charges. Annual charge for Standard Garages and Carports increased by 1.2 per cent. No increase for substandard Garages and Carports.
• Food Charge. Daily food charge increased by six pence per day to £4.13.

7. Operational Allowance

The Operational Allowance is not reviewed by the AFPRB, but is set (and funded) by Her Majesty’s Treasury. Following a MOD and HMT review it has been decided to increase the Operational Allowance by £1.43 per day to £14.51. The Operational Allowance is a tax-free payment of up to £2,640 for personnel in specified operational locations agreed by MOD and HMT, who complete a six-month tour.
