Well I guess it would make sense to lock those threads to members only.
I'm a member of a forum that has a "Secret Squirrel Club" members room. You need to be voted in by the members, then that poll is deleted before they are granted access. It seems this would suit a few members on here, reading some of the threads it would seem certain members are opposed to new members coming in and posting their bone questions. Not too mention they would get to moderate it to their standards.
If you're really intent on not mixing with new people until you know them better, then this isn't a difficult solution to implement. The Rough section could be members only on top of this (open to all members that is), along with appropriate warning and light moderation should keep all parties happy, you would have a Nails free zone etcetera. This of course is assuming there are in fact enough people who would be interested in this, and it doesn't seem to alienate the rest of the forum... But then I'm a noob with bone ideas so what do I know?
This is just going on most people are saying it puts the site in a bad light. Not the fact they were really offended themselves. These sections wouldn't be cached by Google, so no kids will come across any threads they shouldn't, and wouldn't reflect on the Navy either, as some have said. Just a thought.

CDF also says, if the content of the site offends you, then don't come back or contact the COs. Also if you believe the law has been broken the local cop shop is your first port of call.
At the end of the day I'm sure you've been in the naffi on arrse. If you have'nt, have a look and be prepared for all sorts of threads. Since arrse & RR is owned by the same folk then don't expect many changes.
