I once heard that infact it stood for "Retarded" although i'm unsure why??

This particular guy, no tache, late 30's, about 5'10/11, light brown hair, no frock, appears to frequent a venue where everyone emulates something they are not, so my guess is it's a brilliant double bluff & he's an undercover stoker pretending to be a Royal Marines Commando.
